Since 2017, the Center for Strategic & International Studies has enabled future American policy leaders to enhance their understanding and awareness of Taiwan through its Taiwan-U.S. Policy Program (TUPP). Each year, selected mid-level professionals engage in a two-week experience in which they are briefed by U.S. experts in Washington, D.C. and then travel to Taiwan to learn about its history, culture, and politics while meeting with individuals from various ministries, political parties, NGOs, think tanks, and other organizations.

As part of the program, each TUPP delegate reflects on their in-country experience and produces a written article analyzing a specific policy issue related to Taiwan. These pieces are published in Perspectives on Taiwan, an annual report which offers a public resource for the broader American audience to gain a deeper understanding of Taiwan.

Topics examined in the most recent issue include the impact of trade tensions between the U.S. and China on Taiwan, Taiwan’s efforts to strengthen relationships with South and Southeast Asian countries, the threat of disinformation on Taiwan’s government and democracy, growing solidarity between Hong Kong and Taiwan, and debate around the teaching of gender equity and LGBTQ issues in public education (by 2008-09 Luce Scholar Noah Metheny).
