The Congressional Research Service organizes the orientation seminar for new members of Congress, under the direction of the responsible House committee. The Luce Foundation has provided support for the seminar for more than two decades. CRS is organizing an in-person seminar for the 118 th Congress, following the disruption of the COVID-19 pandemic. Sophomore representatives—as well as new members—will be invited to participate in the seminar, which will take place in Philadelphia, rather than in Williamsburg where it is traditionally held. The increased number of attendees and the new location will drive up the costs of the event. And, while CRS is using monies unspent from prior grants to offset the cost, a gap remains. A supplemental grant of $75,000 from the Luce Foundation will help CRS to cover the >$850,000 cost of the event, including transportation, room and board, audio-visual, and temporary staffing. This grant will be paid out of the Public Policy Program’s funds.
