Federal, state, and local agencies are, often, required to consult with tribes prior to taking actions that might affect them. But little has been done to educate tribes about consultation requirements, especially at the subnational level, or about effective consultation practices. The Environmental Law Institute, which seeks to improve law and governance affecting the environment, has requested funding to build an enduring consultation resource for tribes. This digital hub will include a searchable database of policies at the international, national, and subnational levels as well as analyses of policies, a rubric for assessing them, and educational modules. It will be built in partnership with the Native American Rights Fund. Grant monies will be used to support staff, web development, tribal and non-profit collaborators, and legal clerkships.
